The most important priorities of the Egyptian state, adopted by the political leadership headed by President Abdel-Fattah Al-Sisi, the President of the Republic, came to move towards digital transformation through the automation of all government sectors in the country to provide better services and facilitate and organize many aspects of the daily life of citizens.

Digital transformation provides modern systems and applications, namely: “Internet of Things – Artificial Intelligence”, which requires the presence of a sophisticated and secure communication system that ensures the preservation of government data and the continuity of providing services in a secure manner against all risks such as cyber attacks on vital facilities of the state such as: “electricity – petroleum – Airports” and others in light of current and future regional and international challenges.

As a result of the directives of the political leadership to adopt the speed of digital transformation of security and in line with the implementation in international countries in the field of mobile government services through a unified and secure government mobile network.

Masrawy conducted a tour inside the network area on the outskirts of Greater Cairo, to monitor the idea of ​​starting the establishment of a unified national network for emergency and public safety as an advanced and secured portable wireless communication network 5 years ago.

During the tour conducted by the editor of “Masrawy”, inside the website of the Unified National Network for Emergency and Public Safety, it was found that it keeps pace with modern requirements in the field of government services, relief and emergency services and other vital and necessary services in a standard, professional and secure manner that reflects positively on citizens.

And it turned out that the network was designed to match the major international networks working in this field, as the study and experiments continued until July 2020, when the President of the Republic directed the establishment of the National Network for Emergency and Public Safety to be the backbone of the communications of the state’s administrative authorities and to generalize the use of its services, capabilities and applications to achieve complete control. And cooperation between all concerned parties within the framework of an advanced secured wireless mobile network and in accordance with international standards to quickly contain and confront emergency situations.

The network aims to unify the communications networks of each government agency with one secure network that supports secure digital transformation and preserves the privacy of the Egyptian state’s data, providing all accurate data and information to decision makers at all levels, achieving speed of reaction and reducing response time to the event.

The network was designed, built and managed with Egyptian thought and hands, benefiting from all global experiences in this field, as it works with advanced technology with multiple levels of security through the services and applications it provides to ensure rapid response to deal with important events and achieve cooperation and integration between the concerned authorities to manage risks, emergencies and important events Preserving public and private property and the lives of citizens.

It contributes to supporting the state’s sustainable development plan “Egypt Vision 2030”, especially the seventh item “peace and security”, supporting sustainable development plans, following up on the rates of national projects, and supporting the state’s digitization strategy, which qualifies the administrative apparatus to upgrade the level of all government services provided to citizens and secure digital transformation within Egypt’s Vision 2030. With the aim of satisfying the citizens.

The network provides multiple capabilities, services and systems for all government agencies in several sectors, including:

The health sector: the integration of the health departments between the ambulance authority, the health care authority, and the central administration for critical and urgent care has been successful, as the emergency notification has become timed and possible, and all the relevant elements are moved in a few seconds.

The ambulance and paramedics were developed by equipping the ambulance with modern audio-visual communication systems, in addition to linking the medical devices inside the ambulance to hospital emergency departments, which were also automated.

It is also for the first time that the vital functions of the injured and sick are transferred from inside ambulances to the emergency departments in an instant. In this context, the ambulance fleet has been equipped in the cities: “Ismailia, Suez, South Sinai, Luxor, Port Said, the North Coast, and highways.”

– Multiple network:

In line with the volume and type of various services provided by the electricity sector, and taking into account the integration of the currently operating communications and information technology systems; With the aim of building an integrated system for emergency and crisis management in accordance with international standards, in addition to operations in the authorities concerned with government services such as: “petroleum, electricity, drinking water and sanitation” and other concerned ministries, modern secured services were provided due to the sensitivity of those concerned with vital facilities in the country.

The National Network for Emergency and Public Safety was established to realize the Egyptian dream in ICT and move to a new era that would satisfy citizens.

Network design and management:

The network was designed, built and managed with Egyptian thinking and hands, taking advantage of all global experiences in this field, as it works with advanced technology with multiple levels of security to become the backbone of mobile government communications through the services and applications it provides to ensure speedy response to deal with important events.

It also works to achieve cooperation and integration between the concerned authorities to manage risks, emergencies and important events, preserve public and private properties and the lives of citizens, in addition to contributing to supporting the state’s sustainable development plan “Egypt Vision 2030” especially the seventh item “Peace and Security”, with the aim of citizen satisfaction.

The goal of creating the network:

The main objective of establishing the network is to unify the telecommunications networks of each government agency with one secure network that supports secure digital transformation and preserves the privacy of the Egyptian state’s data, providing all accurate data and information to decision makers at all levels, achieving speed of reaction and reducing response time to the event.

The Egyptian model of the emergency and risk management system relies on the secured infrastructure of the network, a digital platform for mobile applications, complementary systems and various terminal ends, which are made available with unified “fixed and mobile” control centers in the governorates and regions, up to the main control center of the state, which was linked to a system that receives citizens’ communications on the unified number for services Emergency 112 for the speed of reaction to all communications from citizens.

Cooperating with entities to establish the network:

Cooperation has been made with all concerned authorities to implement the directives of the political leadership issued in July 2020, to establish the National Emergency and Safety Network by taking all administrative, financial and organizational measures in this regard until the implementation of the first successful indicative model of the network in May 2021, with the participation of all concerned government agencies to find out The best conceptualization of the Egyptian model for risk and emergency management.

Network implementation rates from its inception until now

The implementation rates of the national network sites have reached from March 2021 to date, with an implementation rate of more than 91%, and emphasizing that the main goal of establishing the network is to unify the communications networks of each government agency with one secure network that supports secure digital transformation and preserves the privacy of the Egyptian state’s data Making all accurate data and information available to decision makers at all levels, achieving speed of reaction and reducing response time to the event.

The control center and the main central of the network is the brain and heart of the network and is responsible for the technical, operational and insurance management of all services, systems and applications provided for the benefit of all government agencies.

With regard to the fixed unified control centers, a model for the unified control centers has been implemented at all levels (the governorate, the region, and even the state).

Cooperation was also made with the Ministry of Communications and Information Technology in adopting one of the global models for receiving emergency communications, which includes the unified number 112 while maintaining emergency numbers: “ambulance – civil protection – help”, in connection with raising citizens’ awareness, in addition to the ability to locate the caller with the emergency services number. Automatically for the first time in the country, building an integrated system to receive emergency communications to accommodate all citizens / expatriates, establishing centers to receive communications throughout the Republic, and multilingual foreign languages ​​to meet the requirements of tourism.

Cooperation was made with major international and local companies specialized in receiving calls to reach the final vision of the emergency notification system, including receiving communications in a number of foreign languages ​​to serve the tourism activity.

The second axis:

The second axis deals with the infrastructure of the network, in which reliance was made on the signaling structure of sites, an optical fiber network, and electrical power sources in order to rationalize the financial cost and increase the insurance procedures.

Third axis:

The third axis includes the positive returns from services and applications provided to government agencies, especially those concerned with providing critical services such as relief and emergency services and vital facilities through a secured network against cyber attacks and other threats, providing accurate data to decision makers, supporting tourism activity and the flow of investments in support of Egyptian national security.

At the top of the sectors, the network targeted the health sector, as cooperation was made with the Ministry in achieving the integration of health departments in order to achieve optimal health services for citizens through the implementation of many health applications such as vital indicators for patients, inventory control, blood banks, medicines and critical medical supplies.

The application of transferring vital functions indicators of the injured from ambulances to specialized hospitals in real time, in addition to implementing the emergency application, nursing beds, and using the Internet of Things (IOT) to follow up on patients.

Cooperation was also made with the ministries concerned with the infrastructure of vital facilities, for example the “Ministry of Transport”, which provided the wireless communication network for the monorail project in two lines.

Cooperation with the Ministry of Justice was carried out in the projects of “remote trials, linking real estate offices, declarations of the financial crisis, economic courts, appeals, and others.”

Cooperation also came with the Ministry of Electricity and Renewable Energy, specifically in the Canal and Upper Egypt distribution companies, to establish operating rooms and equip field elements, in addition to implementing some applications related to electricity emergencies, and a comprehensive protocol is being drafted with the Ministry targeting all sectors under the auspices of the Minister of Electricity.

Cooperation was also made with the Ministry of Petroleum and Mineral Resources, as a cooperation protocol was signed in the presence of the Minister of Petroleum aimed at providing national network services to all petroleum sectors, in addition to establishing operating rooms for the benefit of some transportation and distribution companies.

Cooperation was made with various government agencies in the exploitation of “telecommunication, installations, and electrical power” towers, in addition to cooperation with the Ministry of Communications in the “unified code for relief and emergency communications within facilities – and a study of a system for receiving unified emergency communications.”

The national network aimed to cooperate with all international and national national companies working in this field in support of foreign investments, and the employment of Egyptian manpower in accordance with the insurance procedures in force in the national network, while giving Egyptian privacy to all technical and technological solutions offered by these companies.

It included cooperation with civil mobile companies in the field of sharing towers and meeting their demands for coverage in important places, which were previously impossible to work in, in support and in line with the principle of partnership and mutual benefit.

Cooperation with reputable academies in the field of rehabilitating and preparing all employees of government agencies in the national network through preparing qualifying and training programs and spreading the culture of emergency and crisis management using the correct scientific methods.
